Qualisys Consulting is supporting the Government of the Kingdom of Lesotho in the development of the Government Enterprise Architecture (GLEA) and the e-Government Interoperability Framework (eGIF).
Led by the Ministry of Information, Communications, Science, Technology and Innovation, this initiative aims to establish a unified architectural foundation that strengthens digital governance, improves public service delivery, and enables cross-government integration.
As governments accelerate their digital transformation agendas, the ability of systems and institutions to communicate and exchange data effectively becomes essential. Enterprise Architecture and interoperability frameworks provide the structural foundation required to align digital systems with institutional processes, national strategies, and service delivery objectives.
Through this engagement, Qualisys Consulting is contributing to the design of a coherent digital government architecture that supports coordinated decision-making, efficient service delivery, and improved institutional performance.
Capacity Building and Training Activities
As part of the assignment, Qualisys Consulting is also conducting capacity-building and technical training sessions focused on:
- Enterprise Architecture and interoperability frameworks for government institutions.
- The GovStack approach to digital public infrastructure.
These activities support institutional teams in strengthening the governance, coordination, and sustainability of digital government initiatives.
By establishing a structured enterprise architecture and interoperability framework, the project contributes to building a more integrated, resilient, and citizen-centric digital government ecosystem in the Kingdom of Lesotho.

Training Event
GovStack Approach, Enterprise Architecture and Interoperability Frameworks
As part of the project implementation, Qualisys Consulting conducted a capacity-building training event in the Kingdom of Lesotho focused on strengthening institutional knowledge and technical capabilities in digital government architecture.
The training sessions covered key topics including:
- Enterprise Architecture principles for government transformation
- Development and implementation of interoperability frameworks
- The GovStack approach to digital public infrastructure
These sessions provided government officials and technical teams with practical insights and methodologies to support the implementation of a coherent and interoperable digital government ecosystem.
